Is it time for a Constitutional Convention?

Pennsylvania citizens are increasingly concerned about the size, cost and inefficiency of state government. Their growing discontent has been fueled by chronic criminal scandals, serial credit downgrades, spiraling pension debts and disturbing patterns of insider dealing has led to unrestrained government spending, unaffordable taxes and job-killing over-regulation. To make matters worse, loopholes in budgetary oversight have fostered a troubling climate of fiscal mismanagement and weak accountability. That is why I am sponsoring House Bill 611, and Sen. Kristin Phillips-Hill (R-York) is sponsoring a companion bill in the Senate (Senate Bill 1035), to let voters decide on whether to hold a limited constitutional convention. The senator and I recently testified about our legislation at a Senate Policy Committee hearing.
